Statement on Accessibility
The Statistical Office in Warsaw undertakes to ensure the accessibility of its website in accordance with the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public bodies.
This accessibility statement applies to the website https://warszawa.stat.gov.pl/.

The website is partially compliant with the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public bodies due to the non-compliance listed below:
some PDF files are not digitally accessible (they lack a clearly defined logical structure or are scans of documents),
some of the published infographics do not have alternative text or an alternative version of the data,
published photographs do not have alternative text; however, they are not used for the performance of day-to-day tasks.
The Statistical Office in Warsaw reviews and regularly updates the website’s content. It complies with WCAG 2.1 guidelines at Level AA. However, if a user notices that any element of the website clearly fails to meet accessibility requirements, please contact us and indicate the elements requiring adjustment.

Handling of requests and complaints regarding accessibility
Everyone has the right to request that a specific element of a website be made accessible, including digital accessibility.
Requests for information that is currently inaccessible and complaints regarding a lack of accessibility may be submitted to the Office’s secretariat at: sekretariatUSWAW@stat.gov.pl
If you notice a lack of digital accessibility on the Office’s website – for example, a video without audio description – you may request that it be made accessible to blind and partially sighted people.
The request should include the details of the person making the request, an indication of which web page is concerned, and contact details. If the person making the request indicates a need to receive information via an alternative access method, they should also specify the format in which they would like the information to be provided.
The Statistical Office in Warsaw should comply with the request without delay, no later than within seven days of the date on which the request was made.
If it is not possible to meet this deadline, the public body must immediately inform the person making the request of when the request can be fulfilled; however, this period must not exceed two months from the date the request was made.
If a public body refuses to comply with a request to ensure accessibility or to provide an alternative means of accessing information, the person making the request may lodge a complaint regarding the digital accessibility of a website, mobile application or a component of a website or mobile application.
Once the above procedure has been exhausted, a complaint may also be lodged with the Ombudsman.

These applications contain maps and are partially exempt from the obligation to comply with the accessibility standards set out in the WCAG 2.1 specification, in accordance with the provisions of the Act of 4 April 2019 on the digital accessibility of websites and mobile applications of public bodies (Journal of Laws, item 848).
The Act on the digital accessibility of public sector websites and mobile applications does not apply to elements of websites and mobile applications containing: maps and interactive maps, including geoportals, provided that, in the case of interactive maps and geoportals intended for navigation purposes, contact details and geographical location are presented in a digitally accessible manner. It is not feasible for the application to meet all digital accessibility requirements.

Statistical Office in Warsaw, 21 1 Sierpnia Street, 02-134 Warsaw
The Statistical Office building has six storeys and is situated on a fenced-off site, between Pierwszego Sierpnia, Solińska, Leżajska and Ustrzycka streets. The gate leading onto the Office’s premises and the entrance gate for motorists are located on the side facing Pierwszego Sierpnia Street. The entrance and exit to the premises are equipped with barriers fitted with a call bell and a voice announcement system, designed to accommodate the needs of people with hearing impairments. To use a free parking space on the Office’s premises, please ring the call bell at the barrier and ask for it to be opened.
There are two entrances to the building, both located on Pierwszego Sierpnia Street. The main entrance, accessible at ground level – marked with the letter A – and the entrance with a ramp and lift access – marked with the letter B – are also indicated by a sticker/pictogram depicting a person with a disability in a wheelchair.
The main entrance, through which visitors can access the REGON Register customer service area and the Statistical Data Information Centre, is situated directly opposite the gate. A pavement leads to it, which is crossed by an internal access road leading to the Office’s car park. Lowered kerbs have been installed where the road crosses the pavement. The entrance to the building is at ground level and is fitted with two sets of automatic glass doors, situated one behind the other, which swing open in response to movement. The doors and the glass partitions of the vestibule feature high-contrast markings.
On the ground floor, just past the entrance, to the right of the main hall, is the Office Reception, fitted with lowered counters. To the left, opposite the Reception, there are armchairs and tables for members of the public and other visitors to the Office.
The main hall does not have any information boards showing the layout of the rooms.
The customer service area is situated on the ground floor, directly opposite the main entrance. The entrance to the area features wide sliding doors that open automatically in response to motion sensors. The hall is adapted to the needs of people with mobility impairments: it is fitted with lowered counters to facilitate communication with wheelchair users, and chairs with armrests that provide secure support when standing up.
With visitors coming to carry out official business with a child in mind, a children’s corner has been set up, complete with a table, chairs and drawing materials. The office provides access to a language translation service, an induction loop system and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
Specialised evacuation chairs have been placed on every floor of the building, and a publicly accessible, portable AED (automated external defibrillator), used to restore cardiac function, is available at reception.
The building has two lifts with automatic sliding doors. They are not equipped with voice announcements or signage for blind and partially sighted people.
Pomieszczenia Urzędu, takie jak: Kancelaria, sale konferencyjne, Sekretariat, pomieszczenia Wydziału Kadr i Szkolenia oraz innych komórek organizacyjnych znajdują się na wyższych kondygnacjach budynku. Są one dostępne po pokonaniu kilku schodów prowadzących do windy (brak platformy) lub z wykorzystaniem drugiego wejścia do budynku, oznaczonego literą B.
The Office’s premises, such as the Registry, conference rooms, the Secretariat, the Human Resources and Training Department and other organisational units, are located on the upper floors of the building. They can be accessed by climbing a few steps leading to the lift (no platform) or via the second entrance to the building, marked with the letter B.
This entrance is situated on the right-hand side of the building. A footpath leads to it from the gate, but once you have crossed the internal car park road, you must turn right. It is situated slightly above ground level but is equipped with a gently sloping ramp. To enter the building, you need to manually open two pairs of glass doors situated one behind the other (facing inwards). Outside, to the left of the doors, there is a call bell for summoning a member of staff. The entrance is marked with a pictogram depicting a person in a wheelchair.
Just beyond the second set of doors, on the right-hand side of the lobby, there is a lift providing access to the upper floors of the building. The passenger lift is fitted with automatic sliding doors and can accommodate a wheelchair, but it does not have a voice guidance system or signage for blind and partially sighted people. The upper edges of the lift entrances – on every floor – are marked with contrasting foam strips.
Just past the lift, on the right-hand side, is the Office Administration, which is the main user of the second entrance on a day-to-day basis. It is located in a separate corridor, behind glass doors that are opened manually. You can also reach the Office Administration via the main entrance by taking the stairs and following the pictograms showing an envelope.
People with special needs who wish to access the upper floors of the building – using the lift, for example, to: the Office’s Secretariat, the Human Resources and Training Department (to take part in recruitment for a position at the Office) or the conference room (for a meeting organised by the Polish Statistical Society) – may use the aforementioned Entrance B. To do so, please use the call bell, and a receptionist will provide the necessary assistance.
On each floor of the building, there are coded glass corridor doors which separate the rooms of the Office’s various organisational units from the building’s public areas. The corridor doors are fitted with handles and open manually after entering a code on the numeric keypad. Staff room doors are clearly visible against the background of the corridor walls and are clearly labelled with the names of the organisational units, together with the staff members’ personal details.
Visitors to the upper floors of the building may only move around the Office when accompanied by a member of staff from the organisational unit they are visiting.
The horizontal circulation routes on each floor of the building are free of thresholds and are of a width suitable for wheelchair users.
All stairs have non-slip and high-contrast markings. In addition, lowered areas in the passageways are protected by high-contrast foam strips.
There is one toilet for people with disabilities within the building:
- at the main entrance – in the customer service area, in the side corridor on the right-hand side – just beyond the automatic sliding doors. The toilet is equipped with all the necessary facilities for people with special needs.
Two parking spaces for people with disabilities have been designated in front of the building, located near the main entrance. The barriers installed at the entrance and exit to the premises are fitted with a voice guidance system designed to meet the needs of people with mobility impairments arriving by car and people with hearing impairments.
You may enter the building and its rooms with an assistance dog or a guide dog. This is indicated by a sticker/pictogram showing a person with a dog, located at the main entrance.
There are no Braille signs in the building for blind people, with the exception of the Secretariat.
Statistical Office in Warsaw, Ciechanów Branch, 1 Nadrzeczna Street, 06-400 Ciechanów
The Branch is housed in a two-storey, detached and fenced-in building.
There are two entrances to the building: the main entrance, facing Nadrzeczna Street, which is intended for visitors to the Branch, and the staff entrance (facing the internal courtyard).
The main entrance to the building is at ground level, but there is a threshold which may pose a problem for wheelchair users. This entrance is fitted with two sets of doors, one behind the other, which are opened manually using door handles. The width of the doors is adapted to the needs of wheelchair users.
The main hall does not have any information boards showing the layout of the rooms.
Opposite the main entrance is the Branch Secretariat. Next to the Secretariat (on the right-hand side) is a room equipped with armchairs for members of the public and visitors to the Office. The access route to the room is free of architectural barriers: there are no steps or thresholds. The size of the room allows wheelchair users to move around freely, whilst the lowered counters facilitate communication. With those coming to carry out official business with a child in mind, a children’s corner has been set up, complete with a table, chairs and drawing materials.
The Ciechanów branch also offers the use of a language translation service, an induction loop, and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
The building is equipped with a specialised evacuation chair and a portable AED (automated external defibrillator) for restoring cardiac function.
The horizontal circulation routes on the ground floor are threshold-free and have widths adapted to the needs of wheelchair users.
There are no passenger lifts in the building.
The other rooms in the Department, located on the upper floor of the building, are not accessible to people with special needs (there are a number of flights of stairs and landings).
There is no toilet in the building adapted for people with disabilities.
There are no designated parking spaces for people with disabilities in front of the building.

Statistical Office in Warsaw, Ostrołęka Branch, 3 Insurekcyjna Street, 07-410 Ostrołęka
The Office’s headquarters are located in a detached, fenced-off building comprising four storeys.
The building is not architecturally adapted to the specific needs of users.
The first level, known as the ‘low ground floor’, is situated fifty centimetres below ground level. On this floor there is a conference room, accessed via a staircase with a rough terrazzo surface (three steps down). The entrance door to the hall is ninety centimetres wide and is opened manually using a door handle.
The main entrance (facing Insurekcyjna Street) is on the second level, approximately two and a half metres above ground level (the high ground floor). On this floor, there is a room where matters relating to the provision of statistical data and the REGON Register are dealt with. A flight of thirteen winding steps and an external passenger lift lead to the main entrance.
To use the lift, please ring the call bell located next to the lift. In response, a member of staff from the Branch will operate the lift mechanism using a remote control, and the lift car will descend to the ground floor to transport passengers to the second level of the building.
The main entrance has two sets of doors. The first, 90 centimetres wide, has a door closer (leading from the outside into the stairwell), and the second, 100 centimetres wide, leads from the stairwell into the lobby/waiting room.
The main hall does not have any information boards showing the layout of the premises.
With visitors coming to carry out official business with a child in mind, a children’s corner has been set up in the branch, featuring a table and chairs along with drawing materials.
The Ostrołęka branch also provides access to foreign language translation tools, an induction loop system and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
The building is equipped with a specialised evacuation chair and a portable AED (automated external defibrillator) for restoring cardiac function.
There is no passenger lift inside the building.
The building does not have a toilet adapted for people with disabilities.
A public car park with designated spaces for people with disabilities is located across the street, about fifty metres from the Branch building.

Statistical Office in Warsaw, Płock Branch, 21 Otolińska Street, 09-407 Płock.
The building housing the Branch has seven storeys, and the Office’s premises are on the first floor.
There is one main entrance to the building, situated opposite the public car park. The entrance has no steps and is fitted with two sets of automatic sliding doors, one behind the other.
On the ground floor of the building, on the left-hand side, just behind the building’s administrative offices, there are two lifts with automatic sliding doors. The lifts can accommodate a wheelchair, but are not equipped with voice announcements or signage for blind and partially sighted people. The lifts take passengers to the first floor, where the Branch Secretariat and staff offices are located.
The main lobby on the first floor does not have any information boards showing the layout of the rooms.
The doors to all rooms are opened manually using a door handle, and entering each room requires stepping over a threshold approximately one centimetre high.
None of the rooms are equipped with facilities for people with mobility impairments.
The Płock branch provides access to language translation services, an induction loop system and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
The branch is equipped with a specialised evacuation chair and a portable AED (automated external defibrillator) for restoring cardiac function.
The horizontal passageways on the ground floor and first floor are wide enough to accommodate wheelchair users.
The ward has one toilet located on the floor it occupies, but it is not adapted for the needs of people with disabilities.
There is one designated parking space for people with disabilities at the ramp leading to the main entrance of the building.

Statistical Office in Warsaw, Radom Branch, 39/45 Planty Street, 26-600 Radom
The branch is located on the second floor of the Statistical Information Centre building in Radom.
There are two entrances to the building:
the main entrance – from Jarzyńskiego Street,
and the entrance to the training centre – from Planty Street.
The main entrance has two sets of doors (manually operated). It is situated on the ground floor, but above ground level. To access it and proceed to the Office’s premises, you must take the lift from street level to the ground floor (after calling a receptionist) or take the stairs.
Just past the entrance, on the ground floor, to the left of the main lobby, is the reception desk, behind which are armchairs for members of the public and visitors to the Office.
The main lobby does not have any information boards showing the layout of the offices.
The office premises of the Radom Branch (including the customer service desk, which is adapted for people with mobility impairments) are located on the second floor of the building and are accessible via stairs. People with special needs can reach the second floor by lift, provided they inform reception of their requirements.
The Radom Branch provides access to foreign language interpreters, an induction loop system and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
The branch is equipped with a specialised evacuation chair and a portable AED (automated external defibrillator) for restoring cardiac function.
All doors to the office areas are operated manually.
A toilet for people with disabilities is located on the second floor of the building.
There is a large car park (forty spaces) next to the Branch Office building, with no designated spaces for people with disabilities.

There are no Braille markings or high-contrast markings in the Branch Office building for blind and partially sighted people.
Statistical Office in Warsaw, Siedlce Branch, 19/21 Kazimierza Pułaskiego Street, 08-110 Siedlce
The Siedlce Branch building has three storeys above ground, connected by a shared staircase.
Access to the building is from Kazimierza Pułaskiego Street, through the entrance gate of the Provincial Labour Office.
In front of the entrance, there are a few steps with high-contrast markings, alongside an electric stairlift which can be used by wheelchair users. The stairlift is fitted with call bells, allowing users to summon a branch member of staff for direct assistance in operating the device.
The entrance has a low threshold and double doors fitted with an automatic closing system; however, there is no automatic door opener.
The main lobby does not have any information boards showing the layout of the premises.
The customer service area is located on the ground floor of the Branch. On the right-hand side of the corridor is the REGON registration document reception desk, and opposite this room are tables and chairs for visitors. The access and height of the table tops allow them to be used by people with mobility impairments.
With visitors who come to carry out official business with a child in mind, a children’s corner has been set up, complete with a table, chairs and drawing materials.
Opposite the entrance to the building is a training room, separated by a door with a combination lock, which is also fitted with an electric call bell. All doors to the rooms are opened manually.
Visitors whose business requires them to go to a higher floor of the building should report this need at the REGON Register Document Reception Point. Visitors to the upper floors of the building may only move around the Branch’s premises when accompanied by a member of staff. If a person with special needs is unable to climb the stairs to a higher floor, a Branch member of staff will go down to meet them.
The horizontal corridors on the ground floor ensure unobstructed movement for pedestrians, but their width may pose a problem for wheelchair users. High thresholds at the doors leading to rooms – apart from the room where REGON registration documents are accepted – may present a similar problem.
The Siedlce branch offers the use of translation devices for foreign languages, an induction loop system, and the assistance of a sign language interpreter (PJM, SJM) in real time, online. This service is free of charge and does not require a prior appointment (details at the end of the Accessibility Statement).
The building is equipped with a specialised evacuation chair and a portable AED (automated external defibrillator) for restoring cardiac function.
There are no passenger lifts in the building.

In the courtyard in front of the Branch’s premises, there is one designated parking space for people with disabilities.

Accessibility of transport and information
The Statistical Office in Warsaw (at all locations – the head office in Warsaw, and branches in Ciechanów, Ostrołęka, Płock, Radom and Siedlce) provides authorised persons with communication support measures – the option to use induction loops and the assistance of a sign language interpreter (PJM, SJM).
The online sign language interpreter service is free of charge and does not require a prior appointment.
There are two ways to use the online sign language interpreter service.
In person at the Office – by visiting the Office’s headquarters in Warsaw or one of its five branches (in Ciechanów, Ostrołęka, Płock, Radom and Siedlce) to discuss your matter. In each of these locations, there is a signposted desk in the service hall with access to the service (also equipped with an induction loop).
A member of staff (via a computer with a webcam) will connect with a sign language interpreter. The interpreter will act as an intermediary in the conversation between the member of the public and the official. The conversation takes place in real time.
Sign language interpreting services are available:
- at the Office’s headquarters in Warsaw:
- on Mondays from 7.30 am to 6.00 pm, and from Tuesday to Friday from 7.30 am to 3.00 pm,
- at the Office’s branches:
- Monday to Friday from 7.30 am to 3.00 pm.
